Dr. Ugarte, a national of Peru, began his professional career in Peru, working in general practice in the highlands of Cusco. In 1987, he was appointed as Regional Director and later as Deputy Director General of the National Institute of Occupational Health. He served as the Director-General of the National Defense and Disaster Relief Office of the Ministry of Health of Peru and held positions as Professor at the School of Medicine of the National Mayor University of San Marcos and at the National School of Public Health of Peru; Member of the Central Committee of the Peruvian Red Cross; President of the Peruvian Society of Emergency and Disaster Medicine; Advisor for Latin America and the Caribbean of the US Office of Foreign Disaster Assistance; and Member of the United Nations Disaster Assessment and Coordination Team. Dr. Ugarte joined the Pan American Health Organization (PAHO/WHO) as a short-term consultant in Honduras, where he also served as the United Nations Disaster Task Force Coordinator for this country. He was appointed as Disaster Preparedness and Disaster Relief Sub-regional advisor for South America in Ecuador and presently serves as Regional Advisor for Emergency Preparedness and Disaster Relief at PAHO/WHO Headquarters in Washington DC.
