Senior Policy Analyst, Assistant Secretary for Preparedness and Response


Kristen Finne, a Senior Health Policy Analyst in the U.S. Department of Health and Human Services’ Office of the Assistant Secretary for Preparedness and Response, has over 18 years of expertise in public health and healthcare policy, programs, service delivery, research and emergency response. Ms. Finne, in her current role, assesses disaster-induced health care system stress and develops interventions to mitigate adverse health outcomes for at-risk populations, including those that depend on electricity-dependent medical equipment and health care services. She also developed and leads the HHS emPOWER Initiative, a joint ASPR and Centers for Medicare and Medicaid collaboration, that provides Medicare data, maps, and tools to support federal to community level emergency preparedness, response, and recovery activities.
